Our client is a well-established holding organisation with a diverse portfolio of businesses including trading and construction and we are recruiting an experienced client facing pre-contracts MEP Manager with experience in mixed use high rise commercial, residential and industrial projects from a general contracting construction and MEP organisation to join their team in Dubai. The role will focus on managing initial and pre-contract client and consultants meeting to project management handover.
Review tender documents related to instructions, conditions, specifications and drawings and prepare contract documentation.
Manage the client brief at pre-contract state, assist in design development, estimation, Bill of Quantity, technical evaluation, prepare tender documentation and ensure the contract agreement is finalized prior to hand over for construction.
Liaise with sales, design, technical teams and subcontractors for tender submissions
Review drawings, manage variations, evaluate contractors’ payments and issue payment certificates.
Prepare final accounts and ensure all payments are made at completion of works stage.
Conduct site visits and meeting with contractors, subcontractors, consultants, architects and government entities.
Prepare contractor and vendor evaluation criteria for materials, equipment and services’ quality, price and specification compliance.
Prepare project specifications and cost estimates and planning, cash flow charts and BOQ for pre-contract concept, schematic and detail stages for client approval.
Prepare documents and contracts for insurance, professional indemnity and bonds.
Conduct vendor submission analysis and prepare evaluations.
Essential Skills & Experience Required
10 - 15 years’ pre-tender MEP quantity surveying experience in contracting organisations with a minimum of 5 years’ experience in the Gulf with a strong background in MEP contracting estimation, pre-contracts management, BOQ, project management and quantity surveying with proven commercial and financial accountability for pre-contract activities.
Excellent working knowledge of FIDIC and RICS standards and UAE municipality construction and health & safety regulations.
Strong experience in pre-tender and take off cost analysis, vendor price negotiation, report writing, contract and tender preparation, client relationship management
Excellent working knowledge of AutoCAD, MS Office including Excel and ERP systems.
UAE / GCC driving license is mandatory.
Bachelor’s Degree (BEng) in Quantity Surveying or Mechanical Engineering is mandatory
Currently living in the GCC, preferably in the UAE – preference will be given to UAE based candidates.
Fluent in English – must be able to read, write and speak fluent English.
Fluency in Hindi is mandatory.
Aged between 35 – 40 years.
